Reduced Capability NR Devices: A New Optimization Challenge for SON

Reduced Capability (RedCap) NR devices are often positioned as a “simpler UE category” for wearables, sensors, industrial devices, and mid-tier IoT use cases. Lower bandwidth, fewer antennas, reduced complexity. From a RAN perspective, that sounds easy. From a SON perspective, it is anything but.

RedCap introduces a new optimization challenge because these devices behave differently, consume network resources differently, and react differently to the same radio conditions than full-capability NR UEs.

Here is where traditional SON assumptions start to break: • RedCap devices experience coverage and mobility very differently, which means handover, power control, and cell selection logic tuned for smartphones may systematically underperform. • Mixed traffic scenarios create hidden trade-offs, because optimizing KPIs for high-capability UEs can silently degrade RedCap reliability and vice versa. • Reduced bandwidth and antenna configurations make RedCap devices more sensitive to interference, scheduler decisions, and load variations. • Static optimization rules struggle, because RedCap traffic profiles are highly use-case dependent and often bursty or asymmetric. • KPI aggregation hides the problem, since RedCap performance issues can disappear inside average cell-level metrics.

Release 17 makes RedCap viable at scale, but it also forces SON to become more context-aware. Treating all NR devices as equal from an optimization standpoint is no longer sustainable. This is where automation must evolve. SON needs to understand device capability as an optimization dimension, not just a UE category. That means differentiated policies, slice-aware behavior, and closed-loop adjustments that consider who the user is, not just what the KPI says.

In practice, RedCap success will not be defined by coverage alone, but by consistency, reliability, and predictability across very specific use cases. Reduced capability does not mean reduced importance. And SON that ignores RedCap will optimize the network for the wrong users.
