The First KPI I Ignore

The First KPI I Ignore

One question I often ask optimization engineers is: “What is the first KPI you check when network performance starts degrading?” Most people immediately answer:

  • Coverage.
  • RSRP.
  • Signal strength.

I understand why. Coverage dashboards are everywhere, and poor RSRP is easy to identify. But after more than two decades working in RAN optimization, I’ve learned something that completely changed the way I troubleshoot networks: I rarely start with coverage. Not because coverage isn’t important. Because it is often a consequence rather than the actual problem.

I’ve seen cells with excellent RSRP delivering terrible user experience. I’ve also seen users with marginal signal levels enjoying perfectly acceptable service. The KPI tells you what is happening.

It doesn’t always tell you why. Before considering new sites, antenna tilts, power changes, or coverage expansion, I prefer understanding whether the issue is actually related to network efficiency. The first indicators I usually investigate are:

  • User Throughput (especially P95), because it reflects what subscribers actually experience.
  • PRB Utilization, since congestion and resource imbalance frequently explain performance degradation better than signal level.
  • Retainability and Drop Rate, because unstable sessions often reveal hidden issues long before coverage becomes the limiting factor.
  • Mobility Performance, ensuring handovers are not creating unnecessary interruptions.

Only after understanding these indicators do I return to coverage analysis. By then, the investigation has a hypothesis instead of assumptions.

One of the biggest lessons I’ve learned throughout my career is that optimization is not about fixing the KPI that looks worst. It’s about identifying the KPI that explains the others. That’s where root cause analysis begins. And that’s where experienced optimization engineers make the biggest difference.
